ICANN Chairman Peter Dengate Thrush and CEO Rod Beckstrom indicated in a video tapped interview today ICANN will proceed with the registry contract over the GAC’s objections, if necessary

The Video interview appears on the top of the ICANN site.

Both the Chairman and the CEO indicated that Consultation with the GAC which is scheduled for February “is little more than a formality”

Thrush went on to say:

“We have to take the advice from governments very seriously”

Under ICANN’s bylaws, when disagreements between the board and the GAC erupt, “we must have a good-faith and timely consultation with the GAC to try and bridge the gap.”

In the case of .XXX, “it looks like we are about to depart from GAC advice.” he said.

There is also a discussion on the 12+ Minutes video posted on the from of ICANN’s site, more details about the new gTLD’s which will also be discussed at the GAC meeting in February

They also indicated that the meeting with the GAC will be opened to the public.

well, so much for veto power.

given the subject matter of this tld, which is so addictive for some users, any attempts by a country to censor it could cause its users to become more determined and learn the skills to find a workaround. during which they might actually learn that that do not need to ever use a root server in the the censoring country, once they have the addresses of the .xxx NS. and that the same applies for any other tld.

the root could lose it’s perceived importance. less need for icann.

if a country blocks .xxx by its extension, users might start using ip nos instead of dns. in reaction countries might ask rir’s to censor certain ip blocks.

hopefullly icann has thought about these type of scenarios carefully.

Their might be a .sex extension, it depends on whether someone applies and whether ICANN considers in a confusing string to .xxx

ICANN Million Dollar CEO at the United Nations Today
    ://icann.org/en/presentations/beckstrom-speech-united-nations-14dec10-en.pdf

Speech stretches reality to portray ICANN, ISOC, IETF as interlaced with numerous other industry participants. THAT is NOT the case.

Speech focuses on turning the Internet over to a New World Order – a Global Nation State – a Nirvana of Seemless Governance

    Speech misses at least THREE key Stakeholder groups – CyberSpace Netizens, Religious Leaders and the Handicapped {Has anyone ever seen anyone at an ICANN meeting in a wheel chair ? any people with no arms and legs ?}

Speech does establish the typical leveraged position (high ground) where anyone who challenges ICANN,ISOC,IETF would be cast as NOT.A.Team.Player – So UN delegates are lining up to bow to the great ICON.
