The present owner of BasketballBlog doesn’t owe Moniker anything.
He didn’t commit to sell the domain.

It is the initial owner that MIGHT owe Moniker the commission.
And, we don’t know if the initial owner notified Moniker that he sold the domain.

Did the initial owner sell it?
Or, did Godaddy seize it and auction it off on TDNAM?

What sucks for the owner of basketballblog is that Moniker is probably going to send him a bill for their commission…Hope the sale covers that

My guess is that the former owner of the domain listed for it for sale then sold it before the list came out and did not notify Moniker that he sold the domain and to remove it from consideration.
