I think the estimates were stated as hourly estimates depending on the number of panelists required.

I did not read it as total costs.

I have no idea of how much ICANN is paying out to the panelists

I think you’re misreading this. It’s an hourly based process, but the estimates they are giving is the total cost based on some hourly estimate. These aren’t the hourly costs.

Why there have to be extensions at all ? Why not simply allow to register *.* ?
